Tech startup venture is a corrections (contracted) justice tech inmate commissary management software platform

I'm working on a JusticeTech (Govtech) startup venture which will be subcontracted under a general contractor that already has an existing contract, between the prime contractor and the corrections agency/facility.<br /><br />As subcontractors, we (the CTO and I) will provide software solutions, i.e. different management tools, for inmate commissary operation.<br /><br />The inmate commissary software platform can either be bundled or modular. Bundled, meaning a suite of software tools (inmate fund account and inventory tracking) all rolled into one platform. Modular meaning, only a few software management applications separately that communicate with each other.<br /><br />The inmate commissary software will need to communicate with the JMS (Jail Management System) to alert the system if certain inmates can't purchase anything from the commissary.<br /><br />We will subcontract under a prime contractor, since we don't possess the past performance requirements as general contractors.<br /><br />The software used for this commissary platform, needs to be highly compliant, regulated via CJIS among others to function efficiently within a highly controlled and secure environment, i.e. correctional facility.<br /><br />Make no mistake, our software applications or tools will be scrutinized through rigorous audits even as subcontractors.<br /><br />Depending on the seriousness of the deficiencies found during the audit, the general contractor and maybe even the corrections department overseeing the facility(s) could suffer the brunt of liability consequences.<br /><br />Therefore, there must be safeguards within the software system to ensure upmost compliance for regulations.<br /><br />Prisons/jails often use obsolete hardware/physical servers. So we will have to adapt to this during the software configuration process.<br /><br />We will have to install the software onsite and within the facility on day one. So travel to the facility is almost guaranteed.<br /><br />I'm seeking a senior software engineer (lead engineer) as the CTO/technical cofounder to help build this custom inmate commissary software. We won't be paid upfront, so this isn't a freelance job.<br /><br />Since our software services are part of the parent contract, we will get paid a percentage of it. But not immediately and will likely take months. To be clear, we will be paid for our work.<br /><br />I'm only looking for flexible tech cofounders based in the U.S.A., since this will be a combination of remote/onsite work. <br /><br />I've been reaching out to prime contractors for the past 1-2 weeks, hoping on of them will approve us for a subcontract. Why Corey would make a good co-founder

Although only a few months, I have industry experience for this particular market within the correctional system.

I worked for Trinity Services, years ago. I mainly helped manage the inventory of the individual commissaries/warehouse at FL facility.

Basically I worked inside that prison and directly interacted with inmates. So I have more than a basic understanding of how inmate commissary operations work.

Elevator pitch for startup:
