You have a startup idea and you need to find a reliable partner, co-founder, CTO, coders, marketers, consultants, etc - a whole army or different skillset guys.
Firstly you'll ask in your friend network, then word of mouth but of these 2 options will not work. What would be your next steps?
How do you validate teams, what do you expect, warranties etc.

I get your point, but sometimes you may not need all these people at the very start of your venture. Sometimes it is just better to start operating and discover which functions your start up truly needs at each stage of growth, and from that point look within your inner circle to find out which of your connections have the skills you require. Also an advantage of this process is that you may be able to attract external talent if they notice that venture actually has potential.
The best team of co-founders are 1 Hacker, 1 Hipster, and 1 Hustler.
I think the best co-founders are ones that you already have experience within a high adversity high- stress environment. Examples are work or college.
Do not hire until you have funding.
Use all the free tools on the internet, such as Zapier, IFTT, Bubbles.io and build a market validation system, and identify the user you are going to be serving.
Ask them to buy or buy presale, prove there is a business.
Whoever you chose ensure they are the right fit for your business, they believe in what you do, they add needed value to your business and are passionate about your product.
